Given that this was intended to bring new players up to speed on Blue Team for their introduction to a mainline game, locking it off as exclusive content instead of finding this monumental backstory in the game was a counterproductive decision. Deeper, more complex storytelling, but existing as much for the benefit of newcomers, not just servicing hardcore fans. How many other games offer this sort of thing?

The Mendicant Bias angle I think is definitely one which needs greater exposition as such a key character in the story. The H:CEA terminals were fabulous, the H2A ones if not for the separate app were also a strong entry though perhaps too focussed on setting up for H5.
There were so many things set up by Hunters in the Dark which could have been explored further Tragic Solitude among them, as you say. When you spread that information and those stories across so many texts, I think you strongly disincentivise people from actually giving it any mind.
Terminals have historically had a MUCH stronger narrative footprint in the game. When you tell people to find Terminals and discover the kind of stories delivered to us in Halo 1 and 2 Anniversary or Halo 4, the impact is night and day.
